Plumber or HVAC contractor: the jobs that fall between two trades
Deciding whether you need a plumber or an HVAC contractor should be the easy part. A boiler is a heating appliance with a plumbing system bolted to it, and most of the parts that fail are on the water side, which is why the wrong trade shows up first more often than either one admits.
Connecticut licenses the plumber and the HVAC contractor through separate boards
The Department of Consumer Protection does not run one contractor licensing system. It runs several, each with its own examining board. Heating, piping and cooling sits with one board and issues the S, D and B series credentials. Plumbing and piping work sits with a different board and issues the P series. A P-1 is the unlimited plumbing contractor license. An S-1 is the unlimited heating, piping and cooling contractor license.
Here is the part that explains almost everything that follows. Both scopes are written against the same statute, section 20-330 of the Connecticut General Statutes. Two boards, two exams, two sets of credentials, one shared definition of what piping work is. The boundary between them is real and it is enforced, but it was never drawn to be obvious to a homeowner standing in a basement at six in the morning looking at a puddle.
Two more details matter when you are hiring. Connecticut issues trade licenses to individuals, never to companies, so a company that covers both sides means specific licensed people on the payroll rather than a corporate certificate on a wall. And Connecticut holds no reciprocity agreements with any other state, which is why a credential from across a border does not carry.
Why this is not academic. The five failures below are the ones that land on the line. In every one of them, a homeowner can describe the symptom perfectly, name the trade they think they need, and get the wrong truck.
Five jobs that fall between the plumber and the HVAC contractor
None of these are edge cases. They are ordinary New England failures, and each one gets misrouted regularly because the symptom points at the plumber while the cause sits with the HVAC contractor, or the reverse.
A boiler is a plumbing assembly bolted to a heating appliance
The burner and the heat exchanger are heating equipment. Almost everything hanging off them is not. The feed valve that tops the system up draws from your potable water line. The expansion tank absorbs the pressure swing when the water heats. The circulator moves it. The pressure relief valve dumps it if something goes wrong. Those are pressure and water components, and they fail far more often than burners do. A contractor who only reads the burner will replace a part that was never the problem.
A frozen pipe is a heating failure that happens to involve water
The pipe did not fail. The heat did. Something stopped delivering warmth to that wall, that crawl space, or that corner of the basement, and the water inside sat still long enough to freeze. Thawing it and repairing the split is plumbing work. Making sure it does not happen again in three weeks is a heat distribution question: a dead zone, a closed damper, a circulator that is not pushing to the far end of the loop, or a run of pipe that never should have been in an exterior wall.
No hot water can be a boiler problem, not a water heater problem
An indirect water heater has no burner of its own. It is a storage tank with a coil in it, and the boiler heats that coil through a dedicated zone. When the hot water goes cold, the tank is often fine. The zone feeding it is not. Homeowners call a plumber, get quoted a replacement tank, and buy a new one to solve a problem that lived in the boiler. The first question is always whether the tank is direct fired or indirect.
Condensate lines and humidifier feeds are plumbing parts of heating machines
A high efficiency furnace produces water and has to get rid of it. That means a trap, a drain line, and often a pump. A whole house humidifier needs a supply line and a drain. These are the smallest components on the equipment and they cause a large share of nuisance calls: a clogged trap shuts the furnace down on a safety switch, and a backed up humidifier drain puts water on a finished floor. They are drains, but they belong to the heating appliance and they are diagnosed there.
Split responsibility costs a day nobody has in January
This is the version that actually hurts. The heating company comes out, says the leak is on the water side, and leaves. The plumber comes out the next day, says the pressure problem originates in the boiler, and leaves. Two trip charges, two diagnoses, no repair, and a house that has been cold for two days. Neither company did anything wrong. The failure sat exactly on the line between what each of them is licensed to touch.

Massachusetts folds the two trades together, then adds gas
If your house is in Springfield, Chicopee, Holyoke or anywhere else on the Massachusetts side, the structure changes. The Commonwealth runs plumbing and gas fitting through a single board, the Board of State Examiners of Plumbers and Gas Fitters, and governs both under one body of regulation.
The plumbing code
The Uniform State Plumbing Code governs plumbing work in the Commonwealth. Plumbing work is performed by or under the supervision of a licensed plumber, and permits and inspections run through the local plumbing inspector.
The fuel gas code
Gas fitting is regulated separately from plumbing even though the same board oversees both. A gas connection to a boiler, furnace or water heater involves gas fitting scope and a licensed gas fitter, which is a distinct credential from a plumbing license.
The practical result for a home near the border is that a gas fired boiler replacement can touch three scopes at once: the heating equipment, the water piping, and the gas connection. Ask any company quoting that job which of the three they hold credentials for and which they intend to subcontract. There is nothing wrong with subcontracting. There is something wrong with finding out on install day.
The reciprocity trap. Connecticut has no reciprocity agreements with other jurisdictions. A Connecticut credential does not authorize work in Massachusetts and the reverse is equally true, so a company working both sides of the corridor carries credentials in both. Two trucks, two diagnoses, no repair
The technical version of this problem is interesting. The lived version is not. It looks like a Tuesday in January with the house at fifty two degrees, a heating company that has already been out and left, and a plumber who cannot come until Thursday.
Nobody did anything wrong. The failure just sat on the line between two licenses.
Every winter, the calls that take longest to resolve are not the hardest repairs. They are the ones where the first company out could diagnose the problem but not finish it. That is a scheduling failure produced by a licensing boundary, and the homeowner absorbs all of it: two trip charges, two days, and the risk that a house sitting cold long enough starts producing the frozen pipe that shows up as case two on this page.

One more thing worth doing before any of it. Describe the symptom rather than naming the trade. Saying there is water under the boiler gets you a better dispatch than saying you need a plumber, because it lets the company route the call instead of guessing from the label you picked.
